Aweee, how sad that someone did that to her!! But on the up side, at least she got lucky enough to be tied to someones fence that has a heart and loves animals! Has your neighbor said if they were gonna take her or not? f not, I sure hope she finds a loving forever home! God bless you for taking her in and caring for her!
