This is a terrible thing for someone to do. I am just so happy that you were actually home.
My first thought was that maybe someone stole her from her org. owners and then did not know what to do w/her so they just tied her up to any random fence. But that went out the window when I read your post about her stuff then being left behind.
I hope you are able to find her a wonderful home and bless you for taking her in until you do!!!!
