To use or not use a steam cleaner on pee spots, that IS the question.

I have 2 yorkies and I posted a thread about housebroken relapsing after having surgery (spay) -- my 2 little yorkies have seemed to have "forgotten" how to use the pee pads and someone said not to use a steam cleaner on the pee spots because it will set the stain. Any suggestions? I have a big steam cleaner (Bissell Pro Heat) and a small hand held one for quick pick ups.... I am going to save up and have my carpet taken up within the next year or so -- it doesn't appear to be in bad shape, but that is only because I work my BUTT off keeping it clean! I bet the padding is AWFUL under there!
