definitely talk to the owner - oh man - I'd have said something right there - it would have been direct and hopefully not rude but I can't stand to see anyone act like that with any dog -
I know it must have been uncomfortable for you...

but someone should have said something right to her face...that woman doesn't need to be in that business
We had a meetup here in houston and some JERK threw a full bottle of water at his dog because he was marking .....and oh yeah - I spoke up - he acted like he had every right to do that because it was HIS dog - We didn't get into too much of a verbal 'fight' ...but I had no problem saying something to his face -
that poor dog - and that was only one you saw - she probably acts like that all the time and gets away with it.
