I know this has to be very hard, but I think the rule has to do with the fact that puppies (under 1 yr) are often not potty trained.
However, I also know that any pet can make a mess (mine does, and she is nearly 7). I am sorry to hear this. Are there any other apartments that you can rent that will let you have your baby?
