My puppies don't get any wet food. Just kibble and a bowl of water. We "free feed" too, and they just eat when they are hungry. We feed Royal Canin Puppy food, and it is small enough for them to eat without choking. You shouldn't have to wet the kibble if it is small enough.
He may be a little constipated. Try offering water in a syringe to get a little more in him. You can also put a little Karo syrup in his water dish to make the water tastier and encourage him to drink more. If he is really straining, you can either give him a little canned pumpkin (plain pumpkin not the pie mixture) or you can put a little water in a syringe and insert it into his bottom to help loosen things up. I'd go with the canned pumpkin first if it was me.
