Yes this is normal and most will grow out of it, it's normal puppy behavior though. Have you tried putting the pup down when he or she starts to do this and just refuse to play with them for a few? Have you tried a whistle? I went out and got a whistle and kept it around my neck cause Maggy May used to LOVE to bite my ankles. When she'd do it, I'd blow the whistle lord and fast and it'd startle her and she's stop. It may be worth a shot for you. It only took me a few days to teach Maggy May not to bite my ankles using the whistle. Good luck to you.
