My little LuLu is 2 months old. When we go out, I put her harness on (which is a little hard because she doesn't stay still), and then I carry her with her leash attached and ready to go. When she starts crying, I put her down and she sits there. I keep calling her, encouraging her to come to me. When she doesn't, I just pick her up again and keep walking. Meanwhile, she's watching our other dogs, including our other Yorkie, Chewy. I keep putting her down and trying it. Usually, on the way back (we walk about a mile), she will do it....she starts running and I can't even keep up with her. It's like she knows she's going home, and so then she will put up with the harness and leash. Every day she gets a little better. Patience and consistency.
