She should not have promised a pup to be a certain weight full grown, yes that was wrong. If you paid a crazy amount for a very tiny, tiny pup (b/c that's what she wanted to charge for her tinies only) than that's not fair.
Now, 7lbs IMO - is really a great size. I have a 4lbs and I have a 7lbs. I wouldn't trade them for the world. To be honest, they are the same size all around, except one weighs 7lbs and one weighs 4 lbs. By looking at them you would have NO idea on the weight difference.
