My yorkie was doing that awhile back...He was hacking at night and he would cough up white foamy, phlegmy stuff. I took him to the vet and determined that it was allergies. My hubby and I took out the new blanket that we had bought and washed it several times in hot water in dye-free, perfume-free detergent and then washed walls and cleaned inside the A/C vents...The hacking went away that night...
The vet did prescribe cough expectorant and a bronchial dilator though. We didn't need to give it to him though because we found and eliminated the allergen that was causing his problems...
Aside from allergies, it could be an upper respiratory infection/kennel cough. Both of these typically happen at night.
