I'm hoping this is just because the entire situation is relatively new to him (the yorkie). He's lived in a kennel most of his adult life, and I don't think he's used to a lot of different people around, and handling him.
Any input or suggestions?

From experience , I have 2 rescued yorkies girls . The little one need time to adjust to his new place . As you said , he is bonding with you after 5 days , this is very good . The situation about your brother will change as soon as your little one will gain confidence but first he have to adjust to his new home
