A small white spot on the chest is very normal and will eventually blend in with the tan and sometimes will disappear with age. I dont believe it has much to do about the color of the blue as I have had babies with white chests that have stayed black and some that have gone blue. It also doesnt mean they are a mix or a parti or a parti carrier. Looks like it will be a hard decision to make as the pictures are cute!!!!
