Many yorkies are born with a white spot/marking on their chest/toes. They usually fill in or fill in most of the way with tan. In the yorkie show ring there can be a "small white spot on the forechest that does not exceed 1 inch at its longest dimension."
Many yorkies who have small white spots on their chest have been bred for years together never producing a "parti" colored yorkie, so I find it very doubtful they are carriers.
