IMO partis can have just a chest spot and be called a parti, because a Yorshire Terrier should not have any white to meet the standard for Yorkshire Terriers.
The Biewers have a standard and are registered as their own breed. They are able to be shown because of having a standard and registered as their own breed, while the partis would have to show as a Yorkshire Terrier and get DQed from the ring because of the white.

All Biewers should be able to be traced back to the original two Yorkshire Terriers that produced that first Biewer.

I have been told, but have no proof, that the Biewers and the partis can all be traced back to a kennel in England that raised Yorkies as well as other breeds of dogs.

Would love to see the info, but it would probably confuse me.
