It is a lie when you say something is stolen when it wasn't, not fraud.. It is fraud if you knowingly file a false police report (or receive financial gain from such lie) and noone is asking her to do that.. I actually had a similar experience once (not with a dog) and when I called the credit card company, they said that the easiest way to handle the situation was for them to mark my card as LOST or stolen and then refund my money... The lost/stolen system for credit cards is and internal company system, not a joint task force that goes looking for the suspected theif.. It is for their records only and if that is the only way to save a dog then I have no quams about telling her to do so... Anyways, back to the subject of the thread....My husband is a Police Officer and he will be joined with the TBI doing a warrants round up all over the state of TN.. Wednesday, he will be in her county and he is sending uniformed officers over to her house to check out the condition...(apparently in Wilson county, you have to call the police for animal cruelty allegations).. Anyways, atleast my husband will be there in uniform so the other officers will take the situation more seriously and we can get some results.. According to their laws in her county, if the officers see fit that the animals are being treated cruel, then they can authorize the Humane Association to come and seize the animals..
