Oops! Didn't see he is only marking outside!

I wouldn't worry about it to much outside.

However, if you want it to stop, do structured walks with him, working on sitting and staying when you are stopped, and set up a designated potty area on the walk. This area is the only place he is allowed to pee, poo.

When you get to the area, let him sniff and pee to his heart's content. Make sure he goes several times to empty his bladder. Then continue on with your walk.

If he starts to go mark something during the walk, make a sharp noise with your voice (think Victoria Stilwell in It's Me or The Dog.) and encourage him to keep walking with you!
