It can take about 8 weeks or so for all the hormones in his system to be depleted, so you may not see a decrease in marking behavior until that time is passes.

Also, since he is 10 months old and just got neutered, there is a little "learned behavior" there as well.

My suggestion is to keep him on leash attached to your belt and be aware of signs he may be ready to mark/potty and at that time march him straight outside and when he starts to "go potty" say "go potty" and he will learn to go on command where you want him to.

Don't be discouraged yet. He did just get neutered, and it does take time for the hormones to leave the system, and at that time you "should" see a major decrease in marking. In the mean time, I would also keep him on leash to make sure you take care of any learned behavior at the same time.
