Royal Canin may be a part of the problem. If you look at the ingredients for he Yorkshire Terrier formula, it contains a bunch of fillers, (its the same or similar with the other formulas), Chicken meal, rice, brown rice, chicken fat, chicken, corn gluten, dried egg product, barley, natural chicken flavor, cellulose, dried beet pulp (sugar removed)...and on.
Most of these ingredients aren't even food! I know RC is marketed as a premium food and many breeders recommend it - but your baby has a better hope for good breath with high quality food made from whole foods like chicken, beef, ect. and whole fruits and veggies. Petco and Petsmart carry some great holistic brands now, including Wellness, Solid Gold and Halo. I know lots of YT people are happy using the Wellness line.
Make sure your treats and anything else they get (chewies, sticks, etc) are also all natural with no odd ingredients or preservatives.
Try brushing your dogs teeth daily (I do it twice daily when I do mine. My dogs are trained to sit at my feet in the bathroom as soon as they hear me turn the water on!) Use an enzymatic toothpaste from your vet rather then a generic brand.
