my little girl loves her tummy rubs and she is the most gentle dog around, she absolutely loves everyone, not an agressive bone in her body. My little boy likes belly rubs first thing in the morning when he is waking up, and then he doesn't care for them.
I think it's hard to make general sweeping statements about all dogs, sometimes they just don't apply
