Oh I don't doubt the conditions are horrible...but puppymills who sell puppies to pet shops are licensed by the USDA. It would be another venue for you to report her. That being said...are there any laws there that state the number of animals you are allowed to have? Like here...you are only allowed 4 dogs...if you have more than four...you have to get a kennel license. So if someone has a large number of dogs...they could be reported to the city.
