Myah did the same exact thing. What I did, was to attach her harness then put a lightweight (ferret) leash on it and let her drag it around the house. When she was finally ok with that, we put let her drag it around outside. Then we would put a regular leash on her and started just holding above her so that it wasn't pulling at all. We are now using a retractable leash and she is doing fine on it.
