Just saw this same problem on "Caesar's Way!" Here's what he did: Put the dog on the leash and carried her away from her home. Once they got about 2 blocks away, he put her down and DID NOT PULL! He said that pulling the dog is what deters them from walking on the leash. The dog sat for about a minute, but then got up, started walking, went potty, etc. Also, he said that by taking the dog away from the home, the leash will be the dog's connection to returning home (motivation to walk).

On a side note, my Yorkie is funny about walking on a leash too. She's wont walk on my left side AT ALL and doesn't like when the leash touches her. Try just taking the dog outside of the house and see what she prefers. Also, have you tried putting a regular collar on her? I know that harnesses are "better" for small dogs, but maybe try a regular collar and she'll feel like she's being less controlled? Just a thought. Let us know how it goes! And good luck!
