Unless the weather is really hot, I'd leave the heating pad and give him the choice of when to be on it.

I don't start solid food until they are about 4 weeks. Then I put puppy kibble in the blender and blend it to a powder. Leave it dry and put it in the pen with a bowl of water too. He will lick it and begin to eat it more as he grows. Giving straight kibble too soon can cause choking, and mixing kibble with liquids is messy and it spoils and needs to be re-made. Blender kibble is really perfect and my puppies love it.
