Animal Smiley 019 Tumor on gum

My 4 yr. old yorkie & I are living in Bali for 2 years due to my job. I brush his teeth every day and noticed a lump above his right front upper tooth and found a qualified vet to do dental scaling, albeit we are in a 3rd world country. Today, she pulled the tooth and said that all we can do is watch over the next month and if it goes away, it was an infection, and if it doesn't it's a tumor that she will have to cut out, when she gets the proper tools that she's ordered from Australia. I am very upset over this news and question that if we were back home, would they have had a x-ray machine to find out more, would they have pulled the tooth, is there a better way to treat this??? So I am turning to this forum to find out things I would normally find out from my Vet. I have read some threads here about similar findings but would appreciate hearing from anyone who has dealt with similar circumstances. Thanks in advance.
