The staff in the front controls the appt books. Sometimes the vet does not even know what is going on. He is too bust seeing appts. So the experienced staffers will try to take care of incoming calls themselves. It is better just to go in and avoid being sent to an emergency clinic or referred somewhere else. A good office will take you in a heartbeat. Veterinarians rarely turn away clients even when they are backed up..
