Their are several reasons yorkies are given limited registration...

Because the breeder are "protecting" the lines they have developed.

Or producing a puppy which is out of standard or confirmation...such as due to size, bad bites, etc.

Or they don't wish to ever chance a puppy from one of their lines ended up in a puppymiller situation or with an unreputable breeder

If the sire and dam are registered...while it's not a regulation to register the litter most breeders do. After that it is up to the new owners whether or not they complete the registration of the individual puppy.
