Wearing clothes won't keep them from growing coat but it can cause some problems with her coat. Depending upon the type of coat she has, wearing clothes can possibly break hair and if left on all day, they will have a tendency to get matted hair.
Since you want to keep her harness on all day, you might check into a silk harness for her (silk is gentle on coats, helps with hair breaking and matting). Chattiesmom (Cindy) makes nice ones and has a thread in the "For Sale" section.
