A little redness is okay - you could sort of compare it to your own eye in terms of what might look normal (same with the conjunctiva too). Dogs can get pimples - the brows seem kind of an odd area, but it's possible; could also be ingrown hairs, I suppose. If they don't dry out in a week or so, you may want to have them looked at.
