Just buy a package of child or adult underwear, sew the openings shut all but one, stuff then sew shut. Voila! Stuffed underwear! But I really think it would not have the appeal of your own underwear. There is something about your smell on it that really is what attracts them. I guess you could wear the pair once first, wash and then stuff!
