take him out ever 30mins -1 hour encourage him by saying go potty and give him a treat as soon as he does outside.
also for the pads you can buy some kind of spray to put on it that is suppose to help the dog recognize that thats the place to potty and if he goes on it.. give him a treat and say good boy.
