Belly bands will save your floor, but I would ask the vet just to be sure he doesn't have something else going on.
If he doesn't have a urinary tract infection it could be incontinence caused by the neuter. In that case I would just keep him in belly bands when he's inside. If you are interested you can click on the link in my signature. The belly bands are at the bottom of the page past the potty pads.
