I think this is a puppy thing that she will outgrow. When my male Bichon, Cosmo, was a puppy, we couldn't keep water in his dish. He constantly paddled in it and tried to get into the bowl. He outgrew it. My female Bichon, Lacy, didn't paddle in her water bowl, but she loved to drop toys into it and then have a soaked toy to play with. Tennis balls were her favorite for this sport. I think you can get a water bowl that has a cover with an opening just big enough for the dog to get their nose into to drink and maybe she couldn't paddle in it. Maybe you could put her water bowl up on something a little higher than the floor so it wouldn't be so easy for her to get her feet into it. I wouldn't worry too much about it. Just tell her "no" gently and keep refilling her water bowl. When she outgrows it, you'll fondly remember this little bit of mischief.
