You should call your local animal control. They have to investigate every complaint(at least that's the way it is in Virginia). Look up your laws and see which ones she is breaking. She is breaking a lot of Va laws.
I would trap the cat and take it to the shelter. Cats give birth in about 63 days. If the dog gets loose I would take it to the shelter too.You could tell them to call you if the owner doesn't show up and you could adopt it and give it to a friend if you know someone who wants it. I am sure it would be adopted easily though.
You might even tell her "listen you need to treat your animals better or I am calling animal control, if you don't want the animals give them to me". Then I would fine them homes.
