I would try to find another room mate, or try to find a way to not need one. For me it would be too stressfull to have a room mate live with me and my dog. I never wanted to have to worry about the situations that can arise when you have a room mate. Though I know it works for some people. It doesn't sound like it's working well for you, at least with that one. I can understand him not wanting them to get his food, or potty on the carpet but if he has more issues than just that, I wouldn't want my dogs around him.
