Thanks for everyone's posts.

We decided to take away his pee pad during the day and we just leave newspaper instead. It's not what I wanted to do but just like children, sometimes you have to flexible.

He doesn't tear apart the newspaper like he did the pee pad so it seems to have worked (knock on wood!).

I was afraid it would confuse him when we would bring back out his pee pad but he seems to understand that during the day = newspaper and while we're home = pee pad. And of course while were outside = pee outside.
