I wouldn't consider it safe for the front seat. It says it's designed for the front seat, as in it can slip over the seat headrest, etc. But no dog seat is safe with an airbag in the front seat. A Yorkie would be severely injured in the front seat if the airbag went off, unless, perhaps, inside a crate strapped to the seat. I'd put it i the backseat.
