I think it is because you have people that will actually give their babies more water than their formula because water is cheeper than formula or they will "water down" their babies formula to stretch out their can of formula to last them longer.

I had to take Child Care classes to be a certified day care provider and we actually had to go over giving a baby their formula and the way to measure how many scoops to how much water in our Nutrition class.
