This isn't a stupid question . Kennel reduction means that the person have too many dogs and she is selling some . If its a reputable breeder , he or she will always look for the best homes possible .
Around here it often mean that a person is getting rid of his or her dogs that are too old or don't want to pay for the sick ones , so they let them go for lower prices . As soon as the little one is not there anymore , they buy another one . To continue the puppymills .
