Once you have ruled out a physical problem with your vet, go ahead and back track to the basics. That would be crating and when you take him out, put him on a leash and take him to the appropriate spot to pee. Do not give him the opportunity to pee on you at any time. My male (not neutered) peed on my foot once AND ONLY ONCE! I had taught him the LEAVE IT command in obedience and it worked great for my foot! Your boy my sniff your foot before trying to lift his leg to mark you. That's when you tell him to LEAVE IT! and, of course, move your foot out of there. It may take some time and there is always another way if this way doesn't work. Keep talking about it and you will get it resolved!
