Let me add to my previous response addressing your comment above. If your HR does not make a full and inpartial investigation, your company has bigger problems than this one employee cheating. If that happens and nothing changes, you will have to make a conscious decision to simply do your job and not worry about what others are doing (knowing that you could become a target or scapegoat in an environment like that) OR start looking for another company where your ethics and skills would be better suited.
If that were to happen, my advice to you would be the second option. My very best wishes to you...........................
