I didn't know how to answer this one.

Sandy wears a collar at all times, it is a breakaway collar so I feel she is safe, plus since she likes to be outside I like her to have her information on her even though she is microchipped. Sandy is also over 10 pounds.

Tia, on the other hand hasn't worn anything yet. I'm still trying to find a harness I like (and how silly am I - I want her and Sandy to match as well!)

So, there's my drawn out answer! LOL
