Hey! I am 25. My job is working with dogs...anyway, it sounds like a confidence issue. Have you tried formal obedience training? I know it sounds counterintuitive, but often a training class can reverse this behavior. Make sure you practice with her daily and give treats and lots of praise. I have seen insecure dogs really turn around through this!

The main thing is everyone around her needs to be positive and social. If there is a lot of fighting or tension, she senses it and is affected. Sign up for an obedience class and find a dog park or meetup group for small dogs. Socialization with other pups will help. Also, since she is less shy when she isn't home, getting her out and about where she may be more comfortable and making positive associations with you and herself will help her at home.

Does she sleep with people or alone? How does she act around other dogs? Do you walk her outside or carry her outside?
