Hi. I joined this board just to answer this question. I am a breeder of Biewers and so have a little more info.
First, the Biewers happened to 'discover' the coloring when they mixed Fru Fru of Friedheck and Darling Friedheck which happen to both be of the blue and tan coloring. The first Biewer was born in 1984. In 1989, they were finally recognized as their own breed in Germany. They are breed named "Biewer Yorkshire a'la Pom Pon".
Biewers have the same breed standard as a traditional yorkie but the coat. The German breed standard says the coloring should be "Rather white or blue-white or blue-white borken or closely blue absolute, or black, without brown coloring. Hair on the breast pure white on the belly, and the legs. The head with White-blue-gold, symmetrical colored." That is translated.

One thing about Biewers is that the breeders that hold true to the German standards, do not dock the tails. It is, in fact ILLEGAL to dock tails or ears in Germany so that is FORBIDDEN in the standard. They keep them in their natral state so they should have a long, full tail as well as ears.

When they discovered this coloring, they started to breed specifically for the coloring. If you buy a Biewer, you are buying from that particular line. Partis are from different lines that happen to both have the same, recessive gene...the pie bald gene. He bred them to the white paws, legs, etc. AKC has not recognized the Biewer as its own breed as of yet but we are hopeful that this will soon happen. There is the German registries: BBCI (Biewer Breed Club International) is where mine are registered. We do not mix Biewers with traditional yorkies. They must ALL be bred with full Biewers.

Partis just have the colors. They dont specifically have the pure white (all 4) legs, chest belly and specifics of their tails. They basically can be called Partis just if they have all three colors. ALSO TO CLARIFY. AKC does NOT recognize Parti Yorkies as their own breed. ALLOW the colors as long as they are from an AKC litter and you send photos in with reg. papers. Also, they will be registered as a Yorkie with Parti colors. They are not their own breed though. This is what they are trying to do with Biewers.

IMO....Biewers are much more desired because they are all of a prooven line from the ones who started the "Biewer" name. VERY BASICALLY, they are the same thing but Biewers are from one proven line of champions with great health history and awesome personalities. Partis are any line of yorkies who happen to have this gene mutation.
