I would never send money to someone who claims they want the puppy to go to loving home but not really know where or who the puppy is going to. Why couldn't they find someone local? Maybe they just want the money.
And the puppy seems a little young to be leaving their home. If there is even a puppy at all. I would be very careful with the internet there's alot of scammers preying on innocent people just looking for a puppy to love!!!
