I had this problem for a long time! I also live in a busy area and every little sound, car, biker, walker, dog...got him so excited he was trying to be on the run. I got a harness that has a metal ring that attaches the front of the harness together at the chest. I clip the leash to this instead of the d-ring on the back of the harness. When they try to run it automatically pulls them back towards you and they can't go the direction they want, so they choose to walk and get there a little slower. I'm in no way an expert, but this worked really well for us!
