Not sure if this will work for you or not, but when it came close to being warm enough to take Maggy May outside o her harness, I put her harness and leash on her in the house daily for a while (while I was RIGHT THERE supervising) and just let her walk around dragging her leash behind her. It got her used to having it on her and when it came time to take her outside about a week later, she walked just fine. It takes them some time to get used to it.
