Well I had the same problem with Riley. He never had a problem with his collar, so while we were at home, I would attach his leash and just let him get use to having it on. He would just walk around with it dragging the ground. I would keep a good eye on him because I didn't want him getting it caught on something. Then eventually I started picking it up and walking him around the house. Now he walks fine outside on it.
