I agree with the previous post. I imagine that it's tough, but I think most trainers would tell you that until your dog does not have accidents in the house, it cannot have free access to it (particularly if, as it seems, your dog waits until he's out of sight to have an accident). I've tried teathering my dog to my belt with a 6' leash, and he hasn't had an accident. Then you can use off-leash time as a reward (but only when you're sure he's "empty").

If your dog is as smart as you say he is, I'm sure he'll catch on quickly.
