OMG how sad is that
they can do this without telling those JERKS who reported them and YES Pictures really help ! That's what I had to do on my neighbors years ago - they saved the dog in under 48 hours and I'm in houston - a big city - so to me that was pretty fast - but - it was the pictures that did it.
Take your camera and ZOOM Way in on the dogs face and any parts that look bad - you don't have to be close if you have a good zoom lens
