It depends on how often you want to wash. With only one dog the pad could stay down maybe two days or so before you would need to wash it (barring any bad accidents). So if you got four pads you could probably get by with washing once a week and still have one down while you were washing.
I have three girls using one pad and I change it every day, so I need at least eight.
